The configuration file includes a port setting, WEBSERVER_PORT, for the HTTP server used for viewing License Statistics output. This setting, found under the "HTTP" section of the configuration file, defaults to port 80 if SSL is disable, or 443 if SSL is enabled. You should check the log file to ensure that the port is available for your site, and change this setting if needed.
