License Statistics sees considers a "user" as to be a unique person or a machine that is accessing the monitored applications.

The You can see a realtime user count is shown in the Realtime User Count report's Total Users column. In addition, you can review the import log to obtain a user count for imported data.

For realtime usage, the The total users is a count of unique usernames that were using a license in the last 14 days. For example, if the report shows 10 total users for 2011-05-20, this indicates that there were 10 different users from May 7 through May 20 (inclusive) who used licenses on all the realtime license servers that License Statistics monitors. This count always shows the past 14 days of use; that is, it does not restart at zero again after 14 days.

User count for imported data is similar, but does not have a 14-day limit. See Imported feature usage for more information. 

The user count is not based on the number of applications being used, but rather on a) the number of users and b) the number of hosts (machines) the users are running applications from; that is, a unique user/hostname combination. For example:
