To start License Statistics:

Select Start > Program Files > X-Formation License Statistics > License Statistics > application group and run Start License Statistics.

...

To stop License Statistics:

Select License Statistics > Stop X-Formation application group and run Stop License Statistics. You can then restart the service using License Statistics > Start License Statistics again.
