LMX_OPT_ALLOW_CHECKOUT_LESS_LICENSES

When this flag is enabled, the license server that does not have enough licenses to fulfill the request is allowed to return fewer licenses than requested during LMX_Checkout.

When this flag is disabled, LMX_Checkout fails with LMX_NOT_ENOUGH_LICENSES when the license server does not have enough licenses to fulfill the request.
